An Pang Chieng, MD | Central Health Medicare Plan

An Pang Chieng, MD serves as the medical director for Central Health Plan, a Medicare HMO plan. He completed his medical education and internal medicine residency at Loma Linda University School of Medicine in 1991. His medical practice began at Riverside Medical Clinic, a premier physician-owned multi-specialty group serving over 250,000 members. There, Dr. Chieng was instrumental in the development of the Inpatient Management Team, a concept that is now a hospitalist program. Dr. Chieng also co-founded the Advanced Primary Care Network, an IPA that served 3000 Medicare HMO patients. He remains a practicing internist, and is the president of El Sereno Medical Group, which serves over 20,000 patients at 3 clinical sites. At Central Health Plan, Dr. Chieng currently oversees the operation of the GRACE program (Geriatric Resources for the Assessment and Care of the Elderly). GRACE is a coordinated care program designed to address geriatric syndromes with the goals of improving the health and assisting senior patients to live independently at home, reducing the need for hospitalization. Dr. Chieng also serves on the medical advisory board for Iverson Genetic Diagnostics, a laboratory company focused on personalized medicine and early disease detection and prevention through genetic testing.

Claire Hannan and Dorothy Seleski | United Healthcare
Interests: Operations, Provider Relations, Insurer Contracting, Leadership Development
Claire Hannan serves as VP West Region Operations for UnitedHealthcare. She brings over 25 years of accounting, finance and general management experience within the healthcare and insurance industries to her role. Claire has broad experience within small private equity, privately held, wholesale and nationally based companies. Prior to joining UnitedHealthcare, she held Chief Financial Officer and General Management roles with WorkWell Systems, PacifiCare Dental and Vision and PacifiCare Behavioral Health.
She began her career with Coopers & Lybrand. Claire holds a Bachelor of Science in Accounting and Finance from California State University, Long Beach and holds an inactive CPA license in the State of California.
Dorothy Seleski serves as the Regional Vice President of Provider Relations for United Healthcare. Ms. Seleski has extensive experience in managed care operations and provider network management for commercial, Medicare, Medicaid and Tricare programs as well as for HMO, PPO and POS products. The breadth of her experience includes network management, contract negotiation, health plan operations and program development.
Prior to joining UnitedHealthcare, Ms. Seleski served as the Chief of Managed Care Operations at L.A. Care Health, the Director of MSO Development for Physician Venture Management, a subsidiary of HCA, and in various positions at the University of Chicago Hospitals, UCLA Medical Center and a number of private health insurance providers including PacifiCare of California, Health Net and VertiHealth. Ms. Seleski began her career in health care at the Food and Drug Administration in the Office of Legislation and Public Information.
Ms. Seleski earned her M.B.A. from the Anderson School of Management at UCLA and her M.P.H. from UCLA’s School of Public Health. Ms.Seleski also holds a Bachelor of Arts with Honors degree in History from the University of Maryland in College Park, Maryland. For more than 20 years, Ms. Seleski wrote a regular column, Hospital Briefs, for the Journal of Medical Practice Management.

Steve Cedrone | Kaiser Permanente

Steve Cedrone is the director of Business Consulting for the Southern California Permanente Medical Group (SCPMG). SCPMG is the physician portion of Kaiser Permenete, an HMO with $50 billion in annual revenue. Steve has worked for Kaiser Permanente for 23 years in various arenas: for Kaiser Foundation Health Plan, at one of the Southern California Hospitals, and in both Southern California and Oregon. In addition, Steve has served an instructor in both health care and personal computing. Steve holds a bachelors degree in economics from UCLA and a masters degree in business administration from California State University, Northridge.

Avishek Kumar | PVT International, LLC
Interests: Quality consulting for ACOs and health plans
Avishek Kumar has more than seven years of extensive experience with quality improvement and HEDIS and a proven record of increasing HEDIS scores. He was a key presenter at the NCQA– Healthcare Effectiveness Data Information Set (HEDIS) Best Practices Seminar in 2008 and 2009. He led organizations to a successful 3-year Medicare Deemed accreditation status by Accreditation Association for Ambulatory Health Care (AAAHC). He has also developed and implemented the Star Program for Medicare Advantage Health Plans in California and Florida. He has worked a number of leading vendors to develop home health assessment, HEDIS and ACO medical record abstraction programs. He has also developed and implemented the strategic plan to improve quality over the next 3 – 5 years for a number of health plans.
